Mr. Kelly comes to Langley & Banack with over 10 years of experience practicing law in Eagle Pass and throughout South Texas. His practice focuses in the areas of oil and gas, real estate and general and defense litigation, along with personal injury and probate law. With the increase of oil and gas exploration and production in South Texas, Mr. Kelly assists both landowners and businesses in a broad range of oil and gas related matters, including but not limited to, easements and rights of ways, lease negotiations and disputes, division orders, and other surface issues. With the increase in oil and gas activity in South Texas, Mr. Kelly is also involved in a variety of related transactions such as commercial leases, water agreements, and other activities that pertain to the oil and gas development field.

Mr. Kelly is a life-long resident of Eagle Pass. He is the son of Harry and Rosa Maria Kelly who were long time residents of Eagle Pass. He is married to Ofelia and they have three daughters, Nelsy, Nadia and Gabriella, and one son, Patrick Claude.
